Beyond "rebel groups": Should the Kimberley Process be used to sanction countries with "bad governance?"

Crucial to the Kimberley Process' decision-making around diamonds from Zimbabwe's Marange field is the technical definition of "conflict minerals" in the KP's founding documents. As Thierry Vircoulon writes in this background to the Zimbabwe diamond story, "while the KP was established only to prevent rebel groups from profiting
from diamonds, some have suggested extending the definition of conflict
diamonds to take governance issues (such as corruption, political
oppression and violence) into consideration." 

To focus or to expand (or, dilute). That's the vexing question.
