Have a look at the Extractive Industries Source Book website, which covers both oil and gas and has Chapters for Opportunities and Challenges, http://www.eisourcebook.org/611_2OpportunitiesandChallenges.html , and Revenue Management and Allocation, http://www.eisourcebook.org/688_8RevenueManagementandAllocation.html , amoungst others.
