Is this group from the media world?
I would expect so since building capacity in governmental entities to monitoring contracts implementation would require legislative instruments to empower civil servants to regulate the industry. Monitoring any ( powerful) industry can be a tricky business. Only a vibrant press has some leverage in that area to make meaningful impacts.
Waiting to see what emerges out of this conference in terms of actionable suggestions. Good luck to all the participants and safe stay and returns to your home countries.
