Consultant for Procurement Program at the World Bank Institute

BACKGROUND
The World Bank Institute (WBI) is a global connector of knowledge, learning and innovation for poverty reduction. WBI connects practitioners, networks and institutions to help them find solutions to their development challenges. WBI’s Governance practice is working to support, create and sustain coalitions of diverse stakeholders from the public, private and civil society sectors to help facilitate and manage the complex process of implementing reform. The Governance Practice promotes change processes in developing countries in some of the most challenging areas of governance reform – governance of extractive industries, procurement reform, access to information, and anticorruption.


The short term consultant (STC) will support WBI’s Governance Practice. The STC will primarily work on WBI’s Procurement Program.


WBI’s Procurement program promotes a process for strengthening public procurement that draws upon innovative practices and inclusive reform implementation. Examples of program engagements include delivering a learning series on e-Procurement, facilitating multi-stakeholder action planning workshops to develop procurement reform strategies, drawing upon practitioner experience to facilitate South-South learning, and developing knowledge products using technical expertise and political economy analysis to better understand the context within which successful reforms are or can be implemented and sustained.


TASKS
The consultant will

  • Work with the Procurement team and partners to develop and test knowledge and learning products. The team is currently developing two learning products: e-learning course on e-procurement and curriculum for a course on third generation procurement reforms. The consultant will contribute to course structuring and content development.
  • Support the organization and implementation of upcoming learning events. This will include support to development of agenda, identification of participants and speakers and handling logistics of event. Upcoming events include an action planning meeting “Towards better Governance in MENA: Harnessing Regional Public Procurement Reform Efforts” in April 2012 and a global conference on ‘Open Contracting’ in June 2012.
  • Contribute to the development of the program’s community of practice, Proact (www.pro-act.org). This will include developing and managing content for the community platform on procurement issues, such as procurement reforms in fragile states and procurement monitoring. The consultant will also maintain relationships with Proact members together with the program’s community of practice manager.
  • Support Program Leader in managing Trust Funds, including keeping track of deliverables, expenditures and reporting.
  • Support the Procurement Program with other tasks, such as writing reports, coordinating meetings, etc, as necessary.

QUALIFICATIONS

  • At least 1 year of experience working on procurement issues.
  • Knowledge of governance, including transparency and accountability issues with a focus on stakeholder participation and social accountability.
  • Masters degree in economics, governance, public administration or other relevant fields.
  • Experience of working at the World Bank is preferable.
  • Experience of designing and delivering capacity building efforts, including network building, trainings, knowledge exchanges, etc.
  • Experience in developing learning and knowledge products.
  • Excellent writing skills and ability to share technical knowledge and experience in developing knowledge products, such as reports, papers, toolkits.
  • Experience in developing and managing web content is an advantage.
  • Proven ability to engage and collaborate with a range of stakeholders, including private sector, government and civil society.
  • Effective project management skills.
  • High ethical standards, commitment to development and deep sense of fairness.

Time Line
This consultancy will start immediately and go until June 30, 2012. Depending on performance and available funding, there might be an option to renew this contract.
