DRC Licensing in Lake Albert

DRC has awarded PSAs on Lake Albert to Caprikat and Foxwhelp. The Guardian reports that BVI registered Caprikat and Foxwhelp are owned by Khulubuse Zuma (a member of the South African president's family). I don't take this as a good sign for governance of the Lake Albert region. 1) It doesn't make much sense to have different fiscal regimes on different sides of the Lake as any oil production and export would have to be through shared infrastructure. 2) It is a troubling development that…See More

Regulatory Failure in the USA

The Gulf oil spill and its aftermath is a good reminder of the challenges of regulating complex operations at the frontiers of knowledge and technology. There was a catalogue of regulatory failings as evidenced by the moratorium on deep water drilling in the Gulf of Mexico. That the pre-drill safety and environmental response documentation was apparently full of errors and yet was not picked up but the US regulator, the MMS is one demonstration of this. Remember also the PIper Alpha oil…See More

Hi Keith,

Can you send me a bio or something that tells me how I could tap into your knowledge? I think I have understood you are not a lawyer and that you examine the worth of oil companies?

But could you talk to me about cost implications in contracting? For example, if I bring up issues of revenue sharing (b/t govt and co. for a deal) could you map out for me trends of how this is done and discuss why some deals are better than others for all parties and the trade offs of my ideas on how this could be done while being responsive to Human Rights issues?

Thanks.
Andrea
