Call for applications: 3rd Francophone Africa Summer School on governance of EI

The Centre of Excellence for Extractive Industries Governance in Francophone Africa (CEGIEAF), hosted by the Catholic University of Central Africa (UCAC), with the support of Revenue Watch Institute (RWI) is pleased to announce the third edition of the Summer School on Governance of Extractive Industries (EI), to be held at UCAC’s campus of Ekounou-Ayene, from 12th to 23rd August 2013.

The Regional Program of Capacity Building in Extractive Industries, aims to equip a large number of monitoring bodies, including CSOs, media and parliamentarians with knowledge and skills that will improve the quality of their response and their ability to positively influence the transparent and accountable management of extractive industries in francophone Africa.  CEGIEAF has two main objectives:

- Improve the knowledge and skills of supervisors working in the field of EI;

- Increase the number of supervisory bodies working in the field of EI in order to strengthen the international movement for transparency and good governance of the sector.

The Summer School is open to actors from civil society, journalists and parliaments involved in the promotion of better governance of EI in their country for at least two years.  It is residential, lasts two weeks and comprehensively covers the EI value chain: decision to extract, contracts, legislation, taxation, collection and management of revenues, social and environmental impacts, impact of extractive resources on development. It includes preparatory activities, the residential summer course of two weeks, a field trip to a producing area and individualized support or mentorship after the summer course.

The summer school is prepared and delivered by experienced resource persons selected at national, regional and international levels from industry, academics, researchers, government officials, and civil society.

RWI will provide full and partial scholarships to some participants for the course. These scholarships cover two weeks of classes (including accommodation, meals, lectures, field trip) and the individual technical assistance that cost about $ 3,000 per person. The number of places is limited this year to 30. We strongly encourage other organizations and institutions to consider supporting their partners to attend the program. Institutions that sponsor must in addition, separately cover travel expenses to Yaoundé and small stipends for their beneficiaries. Interested organizations are invited to come forward and indicate the number of people they would like to sponsor no later than April 30, 2013.

Anyone interested in participating in the program is invited to apply by sending to the address below, one page cover letter, completed needs assessment questionnaire and a letter of recommendation, not later than March 15, 2013. The cover letter should detail the reasons why the applicant would benefit from this program, their experience in extractives and their organization’s related experience. It should also indicate whether the person will need the RWI scholarship (which is highly competitive) or will be supported by other organizations. Those selected will receive a response not later than May 15, 2013.  Please note that teaching for this course is in French, and no translation is provided.

Thanks for your interest in the course.  This particular call for applications is for participants from Francophone Africa only and the course will be held in French.

Dear  Emma Tarrant Tayou,

Your shared info really useful for Cambodian's CSO who are working on EI sector, as you may know that Cambodia is very new to this sector, thus there were many lacking points to fill up which human resource is the important one too. So I really interested for this course, should you recommend me where do i start with? and what do I need to full fill as applicant for this course?

And where can I get the needs assessment form in English?
