EITI Data Consultant - Natural Resource Governance Institute

Project Summary

The consultant will collect and analyze data from existing reports published under the auspices of the Extractive Industries Transparency Initiative (EITI).  To date, 35 countries have published a total of 205 EITI reports. The reports vary significantly in the degree to which they advance EITI’s overall aims of improving transparency and accountability in resource rich countries. They are also underutilized by global and in-country actors, due to the unavailability of electronic data, inconsistency across countries, and capacity and resource constraints.  To address that issue, NRGI aims to conduct analysis that uses EITI data to demonstrate its usefulness and generate knowledge on key issues, including changes in revenue profiles over time, how revenues reflect the known fiscal obligations associated with individual mining and petroleum projects, and financial flows associated with state-owned companies. Building on an existing dataset template, the consultant will collect and analyze data that will form key inputs to this project.

Nature of the Engagement

The consultant will undertake the following tasks by the indicated deadlines. The work is anticipated to take the consultant eight weeks of full-time work. Timelines could be adjusted to a certain degree for the right highly-qualified candidate.


September 2-September 10                       Preparatory phase

  • Read sufficient background materials to understand EITI and its reporting process.
  • Review and finalize with NRGI staff the template for collecting the data.
  • Assemble the EITI reports, identify pages that require translation for the few non-English reports.


September 11-30                                             Data collection

  • Collect from each EITI report the pieces of data identified in the template. This work has already begun (both at NRGI and the EITI international secretariat) so the consultant will build on that previous effort. There are three different types of data to gather:
    • Country level data (e.g. production, number of companies, revenues, etc)
    • Project level revenue data and production data where available
    • State-owned companies (SOC) data (e.g. payments to the SOC and transfers from the SOC to the treasury)
  • Gather production data from alternative sources when not disclosed in EITI reports.
  • When applicable, check how in-kind revenues are calculated and summarize in a note.
  • Check in with NRGI frequently for guidance and feedback.


October 1-15

  • Work with NRGI team to identify a number of interesting individual extractive projects drawing on the project-level data collected.
  • For these projects/countries, gather the relevant documentation (legislation, model agreements, contracts, etc.) to compile an improved understanding and context of the revenue data collected.


October 15-30                                   Data compilation and presentation

  • Compile the information collected in a manner that is easily accessible for other members of the team and work with NRGI team on how to present that data (still TBD).


Desired Skills and Experience

The consultant would have the experience required to effectively read and interpret the kind of financial data contained in EITI reports, and would have adequate Excel skills to manage and present the collected information.  Familiarity with the extractive industries and/or public financial management issues is strongly preferred.
