NRGI is seeking a program officer to support its work across Francophone Africa, with a primary focus on coordinating our projects in the Republic of Guinea. The Guinea country portfolio includes work with various stakeholders to promote the more effective management of the Guinea’s mineral and petroleum resources, including through capacity development, technical assistance and the provision of policy advice to the Guinea’s parliament, civil society, media and other agents of change and through support to the Extractive Industries Transparency Initiative (EITI) process. This position is a unique opportunity to collaborate with a diverse group of actors in the extractive industries, to broker dialogue, and to improve good governance in the natural resource sector. In line with its ambitious new five-year strategy, NRGI seeks to develop a medium-term country strategy to foster new programs in Guinea that reflect the organization’s comparative advantage, and develop partnerships with the key agents of change.
The program officer’s primary responsibility will be to coordinate NRGI’s work in Guinea with various agents of change, including decision makers in parliament, civil society organizations, and the media, ensuring synergies and identifying new opportunities. The position will work closely with another NRGI staff member based in Guinea who leads work with the government.
- The program officer will be responsible for leading the evolution of this work through support to the design of a new medium-term country strategy and conceptualization of new activities and avenues for engagement.
- In addition, the program officer will provide general programmatic support to the francophone portfolio, including engaging with parliament, media and civil society and EITI processes.
- Develop the country strategy with close support from the Francophone Africa regional coordinator, the Guinea Technical Assistance Coordinator, and other NRGI staff. Key activities include consulting various stakeholders, filling our own internal knowledge gaps about sector governance in the country, diagnosing the state of natural resource governance using a pre-developed assessment tool, organizing strategy meetings, and drafting the country strategy document.
- Develop, implement and report on activities to support oversight actors to play their role in Guinea. This will involve delivering trainings, providing technical assistance and leveraging internal and external expertise.
- Link transparency promotion through EITI to the extractive sector reform priorities in Guinea and across Francophone Africa by providing technical advice and capacity building to the EITI secretariats, multi-stakeholder groups and civil society organizations, creating opportunities for dialogue across civil society, government and the private sector on priority issues, and producing relevant research, analysis and training materials.
- Establish collaborative relationships with oversight groups, donors, NGO, industry and other actors interested in the governance of the extractive industries in Guinea and across Francophone Africa to remain informed of the environment and opportunities for engagement.
- Lead monitoring and evaluation of projects, including tracking activity expenditures and monitoring the overall program budget, and preparing periodical activity reports according to the agreed schedule with donors.
- Contribute to internal and external communications, sharing lessons learned and strategies employed to benefit NRGI and the field more broadly.
- Master’s degree in relevant field (economics, political science, law, public administration, development studies).
- At least five years’ experience in running and managing projects in an international development context;
- Experience working with a variety of stakeholders – private sector, media, parliamentary and civil society (prior experience with stakeholders in Guinea a plus);
- Experience designing and delivering trainings, and network-building in low income countries;
- Knowledge of the extractive sector, governance and development issues, particularly in Francophone Africa;
- Experience managing complex projects.

Other Requirements Travel within Guinea and some international travel may be required.
