Overview

Transparency International Australia (TI Australia), the Australian chapter of the world’s leading non-governmental anti-corruption movement, is seeking a full-time Head of Programme located in Melbourne, Australia, to lead Phase II of the global ‘Mining for Sustainable Development’ programme. This programme seeks to achieve real change in combatting corruption in the mining sector and building the capacity of TI Australia as a Centre of Expertise on anti-corruption in mining.

The role requires a highly skilled professional with demonstrated experience in managing a large complex international programme, facilitating stakeholder engagement (government, industry and civil society), strategic and programme planning and implementation experience, and outstanding team management skills and expertise, including cross-cultural communication. The successful candidate will be a highly respected practitioner in relevant areas such as natural resource governance, anti-corruption, international development, business and human rights, or corporate accountability. An understanding of the mining sector would be advantageous.

Transparency International (TI) is a global movement, composed of more than 100 national chapters worldwide and an International Secretariat in Berlin, Germany. For more than 20 years, TI has played a leading global role in combatting corruption, which is widely recognised to be a serious impediment to economic development and a destabilising social force.

TI Australia has operated as an accredited TI national chapter since 1995, focusing on ways in which Government and Australian-based companies and institutions can address corruption issues both in Australia and abroad.

Led by TI Australia with the support of the TI Secretariat, the ‘Mining for Sustainable Development’ programme seeks to enhance the contribution of mining to sustainable economic and human development through a focus on improved transparency and accountability in the award of mining-related permits, licences and contracts across a range of national jurisdictions. Based on the programme’s ‘bottom up’ approach to ensure that change happens at the level where decisions about mining approvals are made, the primary role of the programme team is to support the participating TI national chapters.

Phase I of the programme has been successfully completed. During Phase I, participating TI chapters identified and assessed corruption vulnerabilities in the mining approvals processes in their countries and began building multi-stakeholder networks. Phase II will focus on addressing those vulnerabilities at a national, regional and global level through multi-stakeholder engagement, advocacy and policy initiatives.

The Role

The Head of Programme will lead on overall direction and strategy setting of the ‘Mining for Sustainable Development’ programme, and will ensure that it operates at the required scale to achieve its objectives. S/he will liaise with key external stakeholders, help represent the programme at a global level, manage programme staff and budget in TI Australia, and contribute to programme-related resource mobilisation efforts. This is a unique and exciting opportunity to help lead a global initiative designed to generate tangible and lasting change in the fight against corruption; while directly contributing to TI Australia’s strategic development and global leadership.

The Head of Programme will report to the CEO, TI Australia. S/he will have five direct line reports.

Key Duties

Working with the CEO and a team of 5-8 staff at TI Australia, and in collaboration with the TI Secretariat in Berlin, Germany, the Head of Programme will:

  • lead the Mining for Sustainable Development Programme to provide innovative strategic direction, manage planning and implementation to ensure relevance at the national, regional and global level, and achievement of programme deliverables. This includes identifying opportunities for TI to support creative, effective strategies for change at all levels and through different actors;
  • lead and build the capacity of the TI Australia programme team through a participatory and respectful management style that fosters collegiality between TI Australia, TI Secretariat and participating TI chapters and builds a unified purpose and mission. This includes responsibility for the TI Australia-TI Secretariat Programme Committee, new recruitment, staff support and performance reviews;
  • maintain excellent relations with relevant external stakeholders (government, business, industry groups, civil society), including the programme Expert Reference Group and other natural resource governance stakeholders and donor recipients;
  • manage programme delivery and resources, including financial and narrative reporting (as required by TI Australia, the TI Secretariat and programme donors);
  • manage current funding and secure new sources for the programme, to ensure its independence and sustainability;
  • represent TI on the programme in relevant external fora and in traditional and social media;
  • contribute to a global community of professional practice, particularly with other TI chapters also leading Global Thematic Network Initiatives around the world;
  • contribute to the growth and development of TI Australia as a leading TI chapter, including the development of policies and systems as required.

Key Competencies

To be successful in this role, the Head of Programme will:

  • have a postgraduate university degree or professional qualifications in business, international development, international law, engineering or other relevant fields;
  • have 10+ years of directly relevant work experience with demonstrated and respected experience managing large international projects with a focus on strategic and programme planning and implementation;
  • have exceptional stakeholder engagement skills in a range of contexts and with actors from the private sector, government and civil society;
  • have demonstrated experience of engaging/working with or within civil society organisations, and a sound understanding of their role in advocating for change;
  • have outstanding cross-cultural communication skills and the ability to present complex issues effectively to a wide range of stakeholders;
  • demonstrate experience in financial and human resource management;
  • have an understanding of corruption issues affecting the mining sector; and
  • have fluency (written and spoken) in English and good knowledge of Spanish and/or French an advantage.

Further Information

The successful candidate will be offered a contract to the end of 2020 (subject to funding and a successful probation).

The successful candidate will be offered a remuneration package, with a salary within a range of AUD 120,000 – 140,000 p.a. (depending on qualifications and experience, which includes Australian superannuation contributions) and an additional relocation allowance, if required.

The successful candidate will be expected to start work as soon as possible. The position is based in Melbourne, Australia, with regular travel to the TI Secretariat in Berlin, Germany, relevant international conferences, and to participating TI chapters across regions.
