They're not as big a target as the major multinational and state-owned oil, gas, and mining enterprises, but sub-contractors take up between 50 and 90 percentage of the cost of typical extractive industry projects, according to ongoing research by the Natural Resource Governance Institute. Therefore, knowing the beneficial owners of these companies matters. The world's biggest miner is taking the lead.

It is the same matter of beneficial ownership transparency that brought the Extractive Industries Transparency Initiative (EITI) to Dakar, Senegal for a conference 14 months before new EITI requirements come into force.

The EITI Board used the occasion to recognize Papua New Guinea's achievements in improving natural resource governance.

And in northern Peru, four indigenous federations win a small victory against big government.

Elyvin Nkhonjera is a country lead on design and implementation of Mining, Oil and Gas Governance Projects at Oxfam in Malawi.
