But in the Democratic Republic of Congo (DRC), major mining companies are wrestling with government in the transition to a new mining code, as Daniel Mulé explains. One of the major issues there has been the shifting of profits to more favorable jurisdictions. 

To solve that problem globally, the OECD and the Intergovernmental Forum on Mining, Minerals, Metals and Sustainable Development (IGF) invite comments on a draft toolkit to help developing countries address profit shifting.

The IGF also shares thoughts on how universities and NGOs can assist women in artisanal and small-scale mining, especially as it relates to access to finance.
