Thanks for sharing this. I found the IFC's Guide to Strategic Community Investment http://bit.ly/bOrO0T very useful in thinking through ways to involve communities and civil societies in the design, implementation and monitoring of social investments. 

I must add, though, that I believe many companies are quite serious--and it's in their interest--to have effective community investments. This film highlights investments in SME's as a preferred type of investment. The problems companies face, however, is the lack of the capacity in those communities to seek and utilize such funds for businesses. 

So how do we build that capacity?
