Manager of the Mining Legislation Reform Initiative at American University of Armenia Center for Responsible Mining

Existing legislation makes it very attractive for mining companies to operate in Armenia.  However, mining done under this legislative framework exposes the country’s environment and public health to significant damage. It also deprives the country of greater economic benefits the sector could provide. For the past two years, the AUA Center for Responsible Mining’s Mining Legislation Reform Initiative (MLRI) has identified legislative and institutional gaps in the mining sector, with the aim of reducing its many costs as well as identifying ways in which mining can provide sufficient benefit to the nation to outweigh those costs. Activities under this initiative will include creating coalitions and consultative groups between the Armenian government, RA National Assembly, international community, NGOs and concerned communities in identifying legislative gaps as well as crafting and implementing change. MLRI will also provide an ongoing watchdog function in alerting citizens on mining-related legislative changes that may be to public detriment. The Initiative will have a Manager who will report to the CRM director. The expected duration of the position is 1 year but there may be the possibility of extension.




The detailed responsibilities of the position include:


  • Based on existing research and analysis, as well as additional research/analysis as needed, develop a strategy and action plan of legislative and institutional reform in line with the aims of the project.
  • Organize consultative meetings with stakeholders and conduct constructive public discussions and debates to inform legislative reform directions.
  • Create a coalition of influential international organizations (e.g., World Bank, IFC, EBRD, ADB, etc.), foreign government representatives (e.g., US, UK, German, Canadian, Norwegian Embassies, etc.), individuals, etc. to unite behind this effort and use their respective and collective leverage to effectuate change.
  • Work together with Armenian government officials to refine the proposals into legislation, and see them through the legislative process into law.
  • Work together to create involvement of civil society, coordinating efforts of local NGO’s in the environmental sphere, creating a media component doing PR and education, and more as additional forces driving change.
  • Actively engage in ongoing national initiatives to reform the mining sector.
  • Prepare the communication strategy for the MLRI.
  • Be the public face of the MLRI, organizing and attending press briefings, writing news articles, opinion editorials, and similar pubic communication.
  • Set up legislative watchdog function at CRM.




Education and expertise:

  • Master’s degree in law, public administration, or related fields.
  • Experience in legislative reforms.
  • Experience in managing initiatives through a political process and multi-stakeholder negotiations.
  • At least 3 years of experience in community work and public outreach in sustainable natural resource management.
  • Passion for social justice and environmental defense in Armenia while having a good grasp of economics.


  • Excellent Armenian and English language skills.  
  • Knowledge of Russian language is a plus.

  • Excellent writing and public speaking skills.
  • Excellent analytical skills.
  • Highly self-motivated and entrepreneurial but a strong team player.
  • Ability to work in diverse and international teams.
