Country Manager/CountryOfficer for MENA at EITI International Secretariat

The Extractives Industries Transparency Initiative (EITI) is currently looking for a Country Manager/ Country Officer for Mena in Oslo, Norway. This is an opportunity to work in an international and vibrant environment. Our work focuses on helping citizens of resource-rich countries benefit from their natural resources, and subjects at the cutting edge of development and the extractive industries.

A Country Manager/Country Officer to support our work in the Middle East and North Africa.  It is for 6-9 months with a possibility of extension.

Country Managers/Country Officers support EITI activities, both directly by the International Secretariat and through partners, in a portfolio of countries. At present, the EITI is being implemented in 51 countries, including Afghanistan and Iraq. Several other countries in the region are expected to join soon.

In addition to country responsibilities, Country Managers/Country Officers support on specific policy and thematic issues related to extractive sector governance. Often, they also support the International Secretariat’s work on management, finance, training, communication and research.

Knowledge and experience of the Middle East and North Africa, including Afghanistan, is an asset.  Candidates from the region are particularly encouraged to apply. The Secretariat will consider candidates for full time work if they demonstrate specific policy, analytical or administrative skills.

Key Responsibilities

  1. Support countries on the implementation of the EITI Standard, including close liaison with government officials, company representatives and civil society groups in implementing countries.
  2. Support regional coordination, networking and capacity building.
  3. Promote outreach activities in countries not currently implementing the EITI.
  4. Provide support to activities including analysis, training and producing communication materials.
  5. Liaise with partner organisations.

Required Qualifications

  • Relevant advanced university degree.
  • At least 3-5 years’ experience with government, company, civil society organisation, or a development agency.
  • A sound knowledge of development, private sector development, energy and/or natural resources management, law, public finance, or project management.
  • Ability to influence organisations, governments, civil society and industry through a combination of strong writing, presentation and networking skills.
  • Ability to work flexibly and openly with a wide range of team members, while retaining the ability to act independently.
  • Knowledge and experience of the Middle East and North Africa, including Afghanistan, is an asset. 
  • The Secretariat would be keen to talk with applicants who wish to apply for full time work if they can bring other policy, technical or administrative skills to the office.
