David, you're assuming the FGN has an incentive to combat oil theft. I'm not sure it does. Until there's an incentive (or meaningful sanctions imposed on those along the international value chain for stolen oil from Nigeria), the show will continue. Equally, there's no incentive elsewhere along the international value chain to stop the theft: who wants to pay more for low-sulphur crude?
