This article is very emotive. There are clearly a lot of factors at play but what is missing from this article is a description of any efforts made to prepare of the implementation of Dodd-Frank within DRC. 

Overall the major issue here is lack of governance structures in DRC. But this cannot be fixed overnight. 

It is clear that human suffering was not the intent of Dodd-Frank but there are more factors, and actors, at play than this this article is willing to acknowledge. 

The questions now that this issue has been recognized are what are the options for mitigation, which might be most effective, how can mitigation actions be implemented and how can/should they be funded?
