Thanks Michael for the overview. As it happens, Crown Agents is hosting a workshop in co-operation with Liberia's Ministry of Finance on maximizing revenue from extractive industries, so these sessions were opportune (especially the one on tax avoidance).

This takes place next month in Monrovia. It will be good to know if you are interested in somehow linking these events. We already have some World Bank participation but it would be excellent if there could be a focused contribution on dealing with tax avoidance.

Steve - I've heard of the upcoming Crown Agents workshop - an example of the capacity building needed and will follow up. The challenge of all such efforts is then retention of the trained staff, but some incentives can be built in for sustanability.
