It is obviously a good track for a better integration of the externalities of the mining industry.
However, it could be difficult to implment. Just a simple example: the tendancy is to switch from diesel to electricity for the mining equipment. The fist fully electric mines are presently opening. But the main aspect is the source of the power: dam, coal or oil thermal, even nuclear power plant? How do you take such complexity in account?
Another aspect is the management os such taxes: there is a usual figthing between ministers (environnement vs mining-economy) in each country. Where are going these taxes? In some country (RDC), the UN agencies were recommending contrasting management model !
