I think the problem of SWFs raised here is mainly dependent on the way (s) the SWFs are exploited.

For example, cautious utilization of the mature and/or premature SWFs as the priority one sources of loans for the development and/or wealth creation endeavors of the public and private sectors would eliminate it.

It is  progressive utilization which transforms the SWFs into sustain-ably growing priority one sources of seed capital-loans where they would serve most effectively in the wealth creation endeavors of the public and private sectors throughout the generations the nonrenewable sources of the SWFs belongs to.

Moreover, main of what should be deposited in the SWFs are the sovereign revenues (royalties, taxes, shares of profits) the governments would earn from the non renewable exploitation of the nonrenewable national natural resources like minerals, oil and natural gas.
