Does it matter which comes first; a government policy announcement or the estabishment of a legal/regulatory framework ( by the parliament) for the said policy?
What I see here is that Minister Katali announced the new government mining policy then he will go the legislators to draft the laws to fit the policy!
Little wonder the Minister Katali said: "......there is no guarantee that [your mining license] application will be successful until the minister is satisfied."
Because as yet the rules and regulations for the new license application procedures have not been made by the legislators!
