This is the single most useful working paper I have found in my seven years of working on governance issues. It has a masterful review of the Resource Curse literature and brings the vital perspective of political economy to our work. There is all too often a curious paradox in work that is (usually) founded in some concept of Resource Curse... not factoring in reaction by entrenched elites to... the work of governance and transparency itself.
