Rather than punish the miners for mine worker injuries, disabilities, incurable diseases, or deaths which have occurred, the new mining Law could prescribed hefty fines to all (including the mines, government workers and/or the government agencies responsible for safety in the mines) for mining safety violations they would be found to be responsible for, as well as for the compensation of all who would suffered from the mining safety violations.
