This great work. I think it will help Ugandan legislators refine the draft bill before it is passed into law. I would also commend the draft team for incorporating the Local Content issues in the bill. I believe that involving local and state participation in the nascent oil industry will make all stakeholders "own" the resource. This is a great start for Uganda but more efforts needed to ensure that transparency and accountability is in the forefront in managing the oil resource.
