ASM formalisation should be based on the premise that this sector is a type of land use of a valuable natural resource in attaining economic development and poverty reduction that is complementary with other land use sectors such as agriculture, forestry, grass lands and pastures and water resources. Land use policy and management tend to follow sectorial paths with little coordination and integration. Land use regulations should be inclusive and holistic to cover all sectors including ASM.
