Hi - it would be good to establish the link betwenn the SEC rules and the provision of the International Conference of the Great Lake Region's "Regional Initiative on Natural Resource" based on the 2011 Lusaka Declaration.

To my understanding the SEC does not want to reinvent the wheel but rather rely on the genuine Central African solution.
