Good news for Uganda in its efforts to improve transparency. A key issue is to ensure that "civil society" in Uganda is able to exercise pressure to ensure compliance is done if there is any evidence of missing payments. A key challenge from transparency initiatives has been the inability of local civil societies in some resource rich countries to exercise pressure. That has lead some scholars to suggest that increased transparency has not always resulted in increased accountability. As such transparency is a necessary, but not sufficient condition for good governance. More focus should be given to strengthening local civil society ability to holds their authorities (and or companies) accountable.
